One thing I no longer have from the old days is my set of alignment
tools. I dont need them immediately, but I need to get a set. I looked
on ebay and found an inexpensive set. Is this complete?

It includes the following:

* A set of 10 plastic high frequency adjusters in a variety of sizes
with flat, cross, hex and square tips
* Length: 4 17/32"

Tips:

* flat: 1/32", 1/16", 5/64", 13/64"
* cross: 3/32", 1/8"
* hex: 5/64", 3/32"
* square: 1/16" x 1/16", 5/64" x 5/64"

This is another low priced set. Has less tools, but they are dual
tipped.

Which is best?

No, I'm not buying the 40 piece $99 dollar set listed on Ebay.....

They both have 10 adjustments, so I guess it's an even draw.

Both seem like regular old plastic though. I don't remember where I got my set(s) but one of the sets uses a glass filled type plastic that's far less apt to round off or twist on stiff adjustments. They can also be dressed as they wear if need be.
