Surprisingly, I found one on eBay.
The seller had an original manual to go with the one he had.
So I sent a note to the seller asking if he could scan it.

He did. And at high resolution.
When I asked him how much he wanted for it, he said, "Make a
donation to the American Cancer Society."

I did. And I uploaded the copy to BAMA while I was at it.
It's still in the upload section.

I uploaded my tube tester documentation to BAMA... and now some guy is selling it on ebay. There are certain visual clues that tell me it's a cleaned-up version of what I uploaded.

I bought a manual for TV-10 D/U military tester from the same guy a
while back. The schematic section was all but unreadable. To his credit
he did refund me, but I wouldn't buy anything from him again, especially
after hearing this.

"I'm sorry, we don't have that."
So after a year and a half looking for a manual, I found an original
on radiola guy's website.

Oh joy.
12 page factory manual, with schematic.
Original 8-1/2 x 11 schematic.
A page an a half of note, and the Tube Chart.

I scanned all of them into .pdf files.
And emailed them to B&K, "You do now."
I also uploaded them to BAMA, although they haven't posted yet.

This an early model, B&W only.
B&K's website had a "Call us, we have manuals for everything
we ever made."
So I did.
"I'm not seeing the Model 400 on my list."
"I can send you a picture if you'd like."
So, obviously, they did NOT have that manual.
